Weird. Can you please double check phone notifications are turned on in your GTA V settings.

First of all, update GTAV by deleting your GTAV.exe from your main directory. Then verify your game files.

After that update RPH and LSPDFR by manually reinstalling the LSPDFR files from the download archive.

After that, update:
686 Callouts
HypersCallouts
Police Menu
Riskier Traffic Stops
Super Callouts
XScanner Pursuit Updates
XScanner

After you did all that, report back.
Also, remove MoreRadioChatter as you're already using XScanner.

Perform a clean reinstall of XScanner.

This is usually because something has been added twice to a config/xml file. In UltimateBackup for example, when you add the same zone to two units.
 
What configs have you edited recently?
it would help if you drag the entire log into the opened text window here in this thread.

You're missing mp2024_01 in both the dlclist and your mods folder. Grab the folder from update/x64/dlcpacks and copy paste it to mods/update/x64/dlcpacks

Enter this line underneath <Item>dlcpacks:/EUP/</Item> and above the last line

You can change the car packs lighting by editing the various ELS .xml files and the cars ytd in OpenIV. It's a bit tough to get into but a fairly easy task.

If you want to use non ELS cars I have no clue on how to make those all blue.

Can you perform a clean reinstall of LidarGun and ensure it's properly installed? That plugin causes your crash.

You’re missing RawCanvasUI which comes with CalloutInterface. The latter crash was random.

Move CalloutInterfaceAPI.dll, IPT.Common.dll and RageNativeUI.dll from Plugins\LSPDFR\ to your main directory.

TL;DR: They‘re needed if you want to install addons into your mods folder such as more cars, map mods, etc. 
You can find out what they do by clicking on the link and reading the description.
To play LSPDFR, they’re not needed. GTA modding essentials would be a more fitting term.

Can you replicate the issue and just send the latest log found in your main GTA V directory? It hasn't got any numbers attached to the file name.

When reading from the agency_eup.xml, your LSPDFR crashed because of the following error:

However that isn't the case in all of the logs you attached hence why I'm not sure on which log to use to base the troubleshooting steps on.

Have you retried as of today? Yesterday the Rockstar servers were unavailable for a short duration of time.
If your issue persists, I'd consult the Rockstar help articles and/or contact their support here.

Exception message: Could not load file or assembly 'UltimateBackup, Version=1.8.7.0, Culture=neutral, PublicKeyToken=null' or one of its dependencies. The system cannot find the file specified.
 
HoldYourFire requires UltimateBackup in order to work.

When you edited UBs configs lately, you added the same zone for two agencies. Make sure it's only specified once per agency.

You're missing the file mentioned above. Redownload STP and place the file from inside the download folder to the path mentioned above.

It could be the reason for the node-related crash. Since you stated that renaming mods to _mods worked, I'd start with a new mods folder. Unfortunately I can't tell you what exactly causes the error inside your mods folder.

You are simply missing Newtonsoft.Json which comes with Ransom Ambience.

Bejoijo ships an outdated version of RageNativeUI with his plugin. You’ll have to manually update it from here. Navigate to your GTAV/lspdfr/lspdfr.ini and set Main.DisableGameBlipHiding =true

It’s actually your POLICE model that is invalid. Revert any recent changes made to the model itself or its meta files.

Rename mods to _mods and retry.
