    You have to edit "Agency.xml" found in GTA 5/LSPDFR/DATA. look for: <Vehicle>police</Vehicle> <Vehicle>police2</Vehicle> <Vehicle>police3</Vehicle> <Vehicle>police4</Vehicle> <Vehicle>police6</Vehicle>
