Based off your log, could you please try removing ScriptHookVDotNet & retrying?
It is possible you are experiencing a known conflict between ScriptHookVDotNet and LSPDFR.

This issue can be caused by enabling a feature in your trainer called 'Everyone Ignore Player' / 'Cops Ignore Player' or similar.
You should disable that feature.
 
Attach a screenshot of your GTAV directory.

This issue is likely to be caused by Dynamic LSPDFR. To test this, remove it & retry.

Yep! You are missing Newtonsoft.Json for Dynamic LSPDFR. This is included in the download, and should be installed to your main directory.
@DekoKiyo might want to consider adding a dependency checker to prevent such crashes in the future.

You are missing:
ELS.asi ELS.ini AdvancedHook.dll All of these files can be found in the ELS download, and should be placed in your GTAV folder.

Ensure you've installed it correctly, including the folder that is required to be in Plugins/LSPDFR & the latest version of IPT.Common.

This means the problem is in your mods folder. You should try:
1. Installing a custom gameconfig, heap & packfile limit adjuster. 
2. If that doesn't solve your problem, try reverting your recent changes to your mods folder.
    - This is why it's generally best to install things slowly, then test. It becomes much easier to pinpoint the problem.
3. If neither step works, you'll need to make a new mods folder from scratch.

It is a dependency for ELS, not included in the download.

You are missing the .NET Framework [v4.7.2 as a minimum] which is required to use LSPDFR.
It can be downloaded from here.
 
If that doesn't work, you may need to update Windows 10.

You have not installed Stop The Ped correctly.
Please follow the instructions provided.
 
Specifically, that .dll file should be in GTAV/Plugins/LSPDFR, not GTAV/Plugins.
It will be loaded when you go on duty. You do not load it via the RAGEPluginHook console. 🙂

They aren't loading because LSPDFR is crashing.
 
Pursuit Pack requires ScriptHookVDotNet3.
You can either install it here.
Note that ScriptHookVDotNet may cause issues alongside RAGEPluginHook, so you might want to remove Pursuit Pack given this incompatibility.

It sounds like you might be making a mistake I did -- not actually accepting the callout once it is received.
You need to press 'Y' once the red & blue area appears on your mini-map.

Glad I could be of help! This crash looks random, but please do check the log results below.
You don't need to remove outdated plugins - but as plugins get older and not updated for newer LSPDFR versions, they might begin to cause problems.
I would definitely recommending updating the plugins listed below, though.
 

As Lenny said, it goes into your root directory i.e. your GTAV folder. Not the scripts folder. 🙂 

It appears PRANGER.xml is faulty; please remove it & try again! 😄

You can disable your mods folder by renaming it to _mods to diagnose whether the issue resides in there.
