i made a fresh new install with no mods and when i call for backup the police cars cant drive all they do is move an inch stop for a second and move an inch again. and with els no matter how right i do it i press j nothing happens just controls the wail no light patterns or anything on vanilla vehicles. and on replacement vehicles or addon vehicles it doesn't work at all.

This issue can be caused by enabling a feature in your trainer called 'Everyone Ignore Player' / 'Cops Ignore Player' or similar.

You should disable that feature.
