The issue is still persisting and it is from your game files. Remove your mods folder and save it to your desktop (Taking it out of the GTAV folder) Does it then work?

Rename your mods folder to _mods and see if the issue persists

It is still here. To verify your files do the following: Sign in to the Rockstar Games Launcher. Navigate to Settings. Select the game you wish to verify from the list under My installed games on the left. Select Verify Integrity under Verify game file integrity from the options on the right.

Test that you play GTAV without RAGE

Not a problem! Try renaming your mods folder to _mods and see if it works then

You have an issue with your core files. Verify your game files. Then with the mods folder renamed to _mods try and load in

Go into the RAGE settings and set it to load no plugins on startup. Then once you are in game load plugins manually using the RAGE console

Attach your "RagePluginHook" log - a text document found in your main directory

LSPDFR is not compatible with the GTAV v1868 You'll have to update GTAV for LSPDFR to work
