Whichever you've edited, such as vehicles.meta There is no way of us knowing which file in particular is causing it - that's up to you. Gameconfig: https://www.gta5-mods.com/misc/gta-5-gameconfig-300-cars

Make sure you have a heap adjuster and gameconfig installed. If so, you most likely have an error, these are typically in META files or XML entries so I advise you check those.

Increase your Plugin Timeout Threshold to 60,000 in the RAGE settings. Failing that, send a new log.
