You edit the XML files for LSPDFR and UB if applicable so that other models do not spawn. I advise that if you need help with this you make your own thread 🙂

The issue isn't coming from LSPDFR data for sure, but rather an XML file. @9615DELTAHave you edited any XML files?

Load GTAV without RAGE. Then when you are in story mode, ALT + TAB out and open RAGE letting it hook.

Just for clarification, LSPD First Response is a RAGE plugin so goes in /plugins All LSPDFR plugins should go in Plugins/LSPDFR -> they are loaded when you go on duty by LSPDFR.
