Load GTAV without RAGE until the siren loading screen, then ALT + TAB out and load RAGE. Does it crash?

Disable your mods folder again please; neither contain a LSPDFR crash. Does it still crash?

First off, clear your commandline - a text document in your main directory. If that doens't help, rename your mods folder to _mods and retry.

You should have multiple Ultimate Backup files. The issue resides in the XML's which should be in GTAV/Plugins/LSPDFR/UltimateBackup Do you have a backup before you made the edits?
