From my own experience with this issue, If you follow these steps, you should be good to go.
Step A (Anti-Virus Settings):
Open you're Anti-Virus Software,
Go to you're Anti-Virus Settings,
Locate the option to make an Exception,
Add Grand Theft Auto V or Rage Hook to the exceptions list.
Step B (Run as Administrator):
Open you're Grand Theft Auto V Directory where GTAV.exe is installed,
Locate RageHookPlugin.exe,
Right Click on RageHookPlugin.exe,
Click "Run as Administrator)
Enter Administrator Login when Prompted & Confirm.
Step C (Restart You're PC):
Restart you're PC,
Once you're PC is fully restarted and loaded backup, Open you're Grand Theft Auto V Directory & Locate & Open RageHookPlugin.exe
