this vehicle is an ELS hybrid meaning it uses ELS and Non-ELS -
Grand Theft Auto V\mods\update\x64\dlcpacks\rabbit21durangominipack\dlc.rpf\data vehicles.meta Line 108, etc <requiredExtras>EXTRA_12</requiredExtras> This should only toggle the LPR on spawn. It's not a guarantee but its worth a shot and it works for me on FiveM.
