Im sure somebody has 0.3 but since its outdate you would not be able to run it with rage plugin hook becuase rage is a updated.

well,if you dont have one it cant be. however I have hard from some people that rockstar games launcher has had some problems running lspdfr.

Im not sure if there is a mod for that however when it comes to back up police cars its pretty random how they spawn. Most of the time the police spawn without any extra's (ai police cars)

Use stop the ped or ultimate backup, Its more up to date and it has more features then police smart radio, Also I would advise you not to use any plugins by albo they are out of date and can cause crashes to your game and lspdfr.
