I updated that too. Did not help.  Regular game loads just fine without trying to start with rage hook. I would assume gameconfig would effect that too.
To be clear.  If I click on the GTAV icon, the game loads and plays perfectly.  It's the LSPDFR loader that gives me the infinite loading circle, not GTA.
GTA also does not crash or give me any problems otherwise.  Changing name of mods folder does nothing, updating gameconfig, heap, new ragehook, new lspdfr, now new scripthookv, nothing solves this.  Like I said, last time had to delete the entire game and start fresh.  Not going to do that again. I'll just stop using these mods and find something else to do.  Def not paying anything for it.
Especially when I have to do all the trouble shooting and fixing by myself.  I spent hours last night looking for fixes only to find the same person telling people over and over again to change the name of the mods folder.  That doesn't work, and it isn't a legit fix.

i updated everything and went through plugins to see what was outdated and what needed deleted or reinstalled...

We've released a minor compatibility update for LSPDFR 0.49 (Build 8382) which adds compatibility for the new version of GTA V (v2802.0) - "Los Santos Drug Wars".
 
There are a few minor known bugs in this release as Rockstar has made a lot of behind-the-scenes changes to the game. As an example to developers; these include but are not limited to breakages in some RAGE Plugin Hook class properties (e.g. checking for vehicle gadgets). These do not affect play majorly in LSPDFR but will be fixed nonetheless in a future update.
 
Also note that this version temporarily does not include the automated installer, this will be included in a follow-up update.
For updating, you only need the updated RAGEPluginHook.exe and LSPDFR files in the 'Plugins' folder of the manual installation ZIP.
To make a new installation, copy everything from the manual installation ZIP to your game folder.
 
Note that the new version of the RAGE Plugin Hook which is required for LSPDFR to work on the new GTA V update is included with the new LSPDFR download.  The RAGE Plugin Hook website has not yet been updated, so you should not download the RAGE Plugin Hook from there but instead use the included version with LSPDFR.
 
Please ensure that you now update your game to the latest version of GTA V before playing this new version of LSPDFR 0.4.9, which you can find as normal on the main LSPDFR page.

I had downgraded my game before the new LSPDFR and RPH were released. When they were released, updated those and I verified my files via steam, effectively force updating my game. Ever since then, I haven't been able to even launch GTA with RPH.

Hi man yes, i can confirm i am experiencing this issue also, and I've reinstalled everything, its not any other plugin or callout as i have tested this with just LSPDFR on its own.. in grove street the gangsters will not shoot or fire there weapons but instead just aim at you and shout. When backup is called the officers draw there guns but do not shoot... any fix for this yet??

if u fix this problem please let me know thank you for creating this awesome mod!

Looks like this is a problem caused by the latest game update, will need to be patched.  Thanks for letting us know.

Yup, did almost exactly the same as you.
It's an unfortunate situation, but at least we're in the same boat 😉
 

I have this problem too, though it was the plugins so I disabled those(by changing the lspdfr folder name(in plugins)) but didn't solve anything, but good to know that I'm not the only one here, I was coming here to make a thread, then I saw yours, Thanks, hope it gets fixed soon because this takes a lot from the immersion out of it

Hello. It seems there's a bug on this new update of RPH and LSPDFR.
 
During the callout which has a ped in combat with weapon (e.g. gunman), the hostile ped won't fire, as if they don't have the ammo.
When I called LSPDFR vanilla backup, the cops also won't fire... they just keep aiming their gun, without firing a bullet.
