Yes, uploading your own skins is fine. Please do not upload the model files with the skin, instead link to this download page.

Change it using the Simple Native Trainer, or edit the vehicle meta to make it spawn white.

Ensure you have ELS installed correctly, and then copy in the included VCF into the ELS folder. If you have done that right the lights will work.

Unmarked versions aren't just liveries (since you have the lightbar) they are separate models. The GTE and this download don't come with unmarked versions.

Base 3D models cost money to buy you know.  I have plenty released with more coming, I stopped releasing for a while due to work and issues with people ripping models. I do very little commissioned work.

Nice that people like you are dedicated enough to pre-empt the Met in bringing these into use. It makes it a lot easier to keep that modern feel in GTA V.

Ha ha maybe that is one of the reasons :P But the main reason is because of our 'great' mayor who wants to ban every diesel in London by 2019.  It is the same reason that all London Taxis will be required to be electric in the next year or so.

Did I something wrong or is it the lightbar?

 

Either you haven't paid for a license for Zmodeler at all or you have simply just opened the software twice - close all the copies of the application and then reopen it once and try to export again.
