anyone know why EUP isn't allowing the game to start? i just installed it today it started up and the menu worked but i keep getting crash reports since then

I want to change the cars and uniforms in lspdfr but all of the instructions i can find lead to openiv. the only problem is when i download anything they don't seem to come with any oiv files when i extract them. any ideas what i'm doing wrong?

I just started using this mod but as soon as i enter the city i instantly get attacked by muliple vehicles. is there anything i can do to fix this?
