    Yes it is a addon car, and yes it has the emergency vehicle flag. And I'm in stage 3 ELS when attempting.

    I'm currently using ELS, and when ever I attempt to start a traffic stop the ped continues to drive as normal and cannot be reported as a pursuit. Plugins:
