Ped's won't pull over.

I'm currently using ELS, and when ever I attempt to start a traffic stop the ped continues to drive as normal and cannot be reported as a pursuit.

Is it an add-on car?

If not:
For ELS you need to be in Stage 3 (3x J) and you obviously need to press SHIFT first.

Yes it is a addon car, and yes it has the emergency vehicle flag. And I'm in stage 3 ELS when attempting.

Did you create a carvariation for it?
And set the Siren to 1?

It's a ELS Addon, and non addon vehicles that are ELS.
