    Another temporary fix is to keep restarting your game over and over again and sometimes it'll work that's what I just did. -__-

    Do you use ELS? If so pressing the horn whilst in pursuits will cause this to happen. 
     
    In ELS.ini change ElsTrafCtrlOn from "true" to "false"

    Make sure you also add/replace the skin in the   _hi.ytd file.  Some models have skins in both YTD files, others have them only in one.
