Also i'm working on getting Steam to install GTA 4 on my other computer to see if that will help but i download SO SLOW 2 days sometimes.

Takes me a day to re install and i never linked my account cause it failed the install so i just didn't link it. I also already re installed this was a clean GTA 4 in till i installed this

Still wont work can anyone help me?

However i cant start without crashing. I cant re install Framework 4 as its already installed and wont let me re install again. I set it to not read only i made it 30 seconds in then crashed and whenever i try to install The framework 4 it fails.
