This is caused by your trainer. Go into it and make sure that Everyone Ignore Player and Never Wanted are set to Off.

If there was, it would be in the ini file for StopThePed. However, I don't think you can.

They might not be using StopThePed or its some extension that I dont know about. Cause unless it is in the ini as being able to change, you can't edit it.

If you are talking about the ELS Key Lock red text in the bottom corner of the screen, press Scrll Lck key.

Go into the Main Directory and delete the GTA5.exe. Then verify game files.

Once that is done, re-install manual LSPDFR to get the latest RPH/LSPDFR.

I believe you can use this download to replace the default peds with the mp ones for Ultimate Backup.

Couple of things:
1. Remove Callout Manager. It is old and you have Callout Interface which works just the same.
2. If you are getting random game crashes, rename mods to _mods and try again.

You did not add the </Vehicles> end tag in the last xml you edited. You need to find that Line and Position in all three of those xmls and figure out which one has the syntax error.

Note that a correct syntax will look like:

Launch GTA V normally first. Then once fully in story mode, tab out and launch RagePluginHook.

If that does not work, send the RPH Crash Log. It is a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log. It is NOT in the Logs folder.

Do me a favor, re-install the DirectX I sent. Then start GTA V normally and once fully in story mode, start RPH.

More than likely you edited the EUP xml incorrectly as you have the "Index was out of range. Must be non-negative and less than the size of the collection." error.

To my knowledge, there isn't much within LSPDFR that can be edited in regards to those vehicles. You can see what is included in the agency.xml but beyond that, not much else. You can check this forum post for more information.

First off, go ahead and update your GTA V. You can do this by deleting the GTAV.exe and then verifying game files.

RagePluginHook currently does not support the GTA V for Xbox Games for PC version.

The currently supported versions are:
Steam
Retail (Disk or Online Key)
EPIC Games

Rename mods to _mods and try again.

"Cannot load an invalid weapon asset" error. Rename mods to _mods and see if you get that exception message again.

Try adding the GTA V Main Directory to the exceptions list for your anti-virus. Then re-install manual LSPDFR and restart PC. Then try.

If those files are png images, you can rename them to add them to the texture dictionary so they are native liveries.

If not, then you can only use them via the method you said above.
