1. Remove Callout Manager. It is old and you have Callout Interface which works just the same.
2. If you are getting random game crashes, rename mods to _mods and try again.

You did not add the </Vehicles> end tag in the last xml you edited. You need to find that Line and Position in all three of those xmls and figure out which one has the syntax error.
Note that a correct syntax will look like:
<Vehicles>
VehicleNameLineHere
</Vehicles>

UnknownBastion's post in Rage hook crashing & GTA starting without it was marked as the answerLaunch GTA V normally first. Then once fully in story mode, tab out and launch RagePluginHook.
If that does not work, send the RPH Crash Log. It is a txt file in the Main Directory either called RagePluginHook or RagePluginHook.log. It is NOT in the Logs folder.

You can see what is included in the agency.xml but beyond that, not much else. You can check this forum post for more information.
