As for the crash, you need to correctly install DamageTrackerFramework. Please read the readme included as it tells you where to place the files.

If that still doesn't work, you can try removing what you installed to the mods folder one by one and test after each removal.
If you still cannot find the problem, you will have to restart the mods folder.

In order to enable the ability to pull over people in that vehicle, go to the vehicles.meta located here in OpenIV:
mods\update\update.rpf\common\data\levels\gta5
Then select and right click and choose Edit. From there, click on the Search tab and type in policeb. You will want to find the Flag section that looks similar to the one below and add the one given below:
<flags>FLAG_HAS_LIVERY FLAG_EXTRAS_REQUIRE FLAG_EXTRAS_STRONG FLAG_LAW_ENFORCEMENT FLAG_EMERGENCY_SERVICE FLAG_NO_RESPRAY FLAG_DONT_SPAWN_IN_CARGEN FLAG_REPORT_CRIME_IF_STANDING_ON</flags>
