you have multiple mistakes here.
 
1. stoptheped and ultimatebackup have to be loaded automatically by the game.
also remove them out of gtav/plugins because they belong in gtav/plugins/lspdfr, which by the way are already there.
 
2. you missing the file ragenativeui, download here: https://github.com/alexguirre/RAGENativeUI/releases/download/1.9/RAGENativeUI.zip
and open it and drag and drop it in the main gta directory.
 
3. 686 Callouts, Stoptheped plugin, UltimateBackup Plugin and Compulite Plugin belong in gtav/plugins/lspdfr
 
4. pls remove Beach Callouts, its outdated and may cause your game to crash.

Rename the mods folder to _mods and try again😀

Please update RageNativeUI: https://github.com/alexguirre/RAGENativeUI/releases

I recommend to remove LSPDFR+ & TrafficPolicer cause it’s outdated and may cause problems.

You installed the files in gtav/plugins/lspdfr    THATS THE WRONG LOCATION
 
right location would be gtav/plugins

Nope no one can give you old versions. The file where RPH save backups is named Game backups.
You only can update.

as you correctly noticed, renaming the mods folder disables it from loading.
this fixed your game, this means sth in the mods folder (you recently installed) is wrong installed or broken.
you can undo or start a new one.

No crash in your log,
pls post the log again right after it crashes.
do you have a complete game crash to desktop or 
do you have just a lspdfr crash?

Open commandline.txt from the main gta directory and delete everything in there

Have you installed the .xml files for the addon vehicles in gta/els/pack_default ? Is ELS working at all? Have you installed scripthookv? 

post your asiloader.log from the main gta folder and a screenshot of gta/els/pack_default

Do you have a mods folder? Update the folder
if still crash rename mods folder to _mods
