you have an error in one of your config files, where you failed to properly open and close tags.
Double check those, otherwise replace it with the default one from the download.

You installed all plugins wrong.
You have to differentiate between:
- gtav/plugins
- gtav/plugins/lspdfr
 
Those are outdated, pls remove:
 Assorted callouts 
Callout manager -> alternative: Calloutinterface
Officer status plugin
policesmartradio ->alternative: grammarpolice
trafficpolicer -> alternative: stoptheped

Update RageNativeUI in the main gta folder.

Then check your changes or install the files, replace them from the original download.

Then you install something wrong.
what are you trying to install?
start with one simple thing.
Also make sure to always have a gameconfig, heapdadjuster & packfile limit adjuster

You are missing the file System.Runtime from Essential Callouts.
Are you trying to create a callout pack?
 
I recommend to remove Keep Calm & Callout Manager, they are outdated.
Replace Callout Manager with Callout Interface.

I guess so, if you do it right 😉
do it step by step, then test each mod after installed.
maybe create backups of the mods folder before big changes

install the nightly SHVDN build.

You cant remove GTA Online, and you dont need to, i guess rph or scripthookv blocks playing gta online.
Also if you unfortunately get banned in gta online (normally you get banned 30 days, then a longer time, and then permanent) you can still play story mode.

You don’t need to backup your whole gta folder (about 100gb), use a mods folder, and if actually something breaks you can delete this folder and still have your game files.
 
alternatively you can go back to a clean gta folder, by deleting f.e. .asi files out of there.

You are missing a custom RAGENativeUI which is included in SimpleCTRL.
 
Please navigate to your GTAV/lspdfr/lspdfr.ini and set AmbientSpawn.DisableRandomUnits = true

Do you have EUPMenu installed and is it loaded?
Do you have f.e. Law&Order installed via OpenIV?

WorldEvents.IntervalMultiplier = 0.0f WorldEvents.MaxNumberOfEvents = 0   There are no options to enable/ disable specific WorldEvents.

you have some outdated plugins that cause your crash.
 
The crash is related to ALPR+, remove that.
 
Additionally, remove those to have a more stable game:
BasicCallouts
BetterEMS -> alternative: UltimateBackup
CalloutManager -> alternative: CalloutInterface
KeepCalm
VocalDispatch -> alternative: GrammarPolice

The police helicopter „POLMAV" has caused the crash.
remove that vehicle or check the meta files

That’s on you, check every opening, f.e. <Item> needs to be closed anywhere with </Item>
if you’re unable to do so, replace the file with the default one

You have the red dead redemption 2  version of scripthookv installed, you need the gta version 😉  -> http://www.dev-c.com/gtav/scripthookv/
replace dinput8, and delete scripthookrdr2
And place scripthookv in the gta folder
