If you use StopThePed, you can just aim at the car and then press "R" to mark them as a fleeing vehicle.

You have to give us more information about what mods you've installed etc. Do you use a graphics mod? Have you installed any visual mods?

Hi! You shouldn't download RPH from ragepluginhook.com. Installing LSPDFR using the lspdfr_setup is the only thing you have to do in order to play the game. Ragepluginhook automaticly comes with the installing of LSPDFR using the lspdfr_setup 🙂 So, kindly uninstall lspdfr using the lspdfr_uninstall.exe inside of your main directory and then only install LSPDFR
