I've edited and added all the clips I hard recorded from GTA IV that's been on my hard drive for a while.
I tossed them all togheter and I think it turned out quit nicely.

Sorry for some floating textures, and random popins.

First of all, I never asked the devs to do a thing, secondly, I'm using a 3.2ghz Quad Core and Win 7 64 bit, thirdly I don't have FPS problems, I have 10+ back up unit problems due to the game's native police population joining my pursuits uninvited.

No it won't. Take most countries in Europe as an example. I can only speak for Spain and Germany, and here all officers except the low-bimbo traffic ones carry semi-automatics; and hey, we do respect them, but we don't fear them. The public knows that the police is on their side if something happens and guns don't change that. Even on airports in Germany when you see the policemen walking around with their MP5s and G36s, you know that they aren't going to shoot you and you feel safe in a kind of way that you know that if a crazy man with a bomb or hell even a gun comes in, and open fire, he's going down before he can shoot a second person. But that's my opinion.

Well, in this case i was talking about armed police officers, not an "armed population".

If the police arm themselves full-time, this will not only make the criminals use weapons more often, but it will make the relationship between the police and the general public bad, we don´t want the citizens of Norway to fear the ones who are here to "protect and serve" them.

And keep in mind, even police officers snap once in a while:

This exact event is a good example of that, the perpetrator was dresse as a police officer, and carrying a gun. The police uniform helped him to lure the youths to approach him, claiming that he would helped them, but instead he shot them right down. If someone who should not really be a police officer was carrying a gun at the wrong place at the wrong time, he/she could kill someone, accidentally or on purpose.


How come you both misunderstood what i said, i though i was being very clear and straight forward. Or....?

Since many people hate the fact that there is no police-scanner action in game, I'm gonna teach you how to have soem sweet radio talk in the background, when you're on patrol.
We will listen to the NYPD radio over internet, this is legal.

Now, GTA IV doesn't accept M3U files anymore, so we will have to have a program running in the background. Use what-ever program you'd like to use, for example Windows Media Player or iTunes. For this tutorial though, and for my own game, I'm going to use VLC. You can get it from here.

First Step:

Download VLC or any media player of your choice. I'm going with VLC, from here.

Second Step:

Open your media player, in this case VLC and go to "Media > Open Networkstream..." (or similar on other media players)
What you want to do now is enter the following address into the field...

...and hit Play.

Now you will have a police scanner running in vlc. If you don't hear anything, don't worry, they don't always talk; just wait a bit.

Third Step:

Open GTA IV and play. You might wanna adjust the volume of your media player so it isn't too loud ingame.

I just witnessed the most amazing police based movie in the history of GTA:

And Oli's Domestic video is a close CLOSE second. Check that after you watch this and you will have a GTA orgasm. They are both amazing video makers and I wish they would show me their ways.

Don't make it more complicated then it needs to be, it's so simple

You walk up to the empty car

You Select your reason to write a ticket or tow

Then select ticket to select a price.

OR

If you select Tow, then simply dim the screen like you do when you arrest someone and when the screen fades back in, cars gone! woot.

Also make it a random chance that a pedestrian will come out and start shooting at you, or perhaps attempt to beat you up. Hell even make it 2 - 4 peds come out and fight.

Just stop with this whole, lets implement a tow truck in this mod, I wanna keep it fun, not buggy.


EDIT: Also make it so that once you dealt with an empty vehicle, you cannot deal with it again, to stop spamming tickets.

It doesnt have to happen after the tow, it could be random, but im no dev.
Your missing another detail here, he could be un armed trying to fight the cop, which usually ends up with the driver getting arrested.
