Can you post your full RPH log? Make sure your graphics drivers are up to date and try running RPH as an admin. Do you have a lot of add-on vehicles installed?

I'd say average is probably around a week. Hopefully that's all that's wrong with mine I'm stuck on a infinite look of rhp saying "waiting on steam..."

Albo has made a majority of his scripts open source since he has somewhat retired from making mods, so don't expect an update on it unless someone else does it. I'm still running LSPDFR+ for the traffic stop menu but the citations part is broken for me and no longer shows charges, which is where Computer+ comes in.

I don't use LSPDFR+ anymore because Stop the Ped does what LSPDFR+ does, except a court system.  It doesn't have a court system.  Download Stop the Ped here.

You don't actually NEED it... it just makes it easier to call in transport or whatnot. I have never used Police Radio because of compatibility issues. You may need TrafficPolicer though.

As phantoms stated before,it will be compatible with 1365 and you shouldn't run into any big problems with it :),let us know if this work fine for you.

ScriptHookV is for loading .asi mods such as ELS, ScriptHookDotNet is for loading mods that go in the 'scripts' folder, and OpenIV is for installing content mods such as vehicles and peds. None of these are required for LSPDFR to run.
