    So I stopped playing for awhile and uninstalled GTA im currently installing GTA again should I wait to install LSPDFR until the new release? Will the new release install over the top of .3?

    That should bring you to it. You might have to change the texture, or do a little bit of extra searching depending on which character you are trying to load.
