I have nothing other than Teamspeak 3 in the background. No processes what so ever. Also like to add the hard drive is brand new. Like I said, even with mods, GTA IV isn't the only game with this problem.

Hey guys, hows it going? I'm bringing up a problem that I cannot solve no matter how many google searches I do. Before you tell me to update my drivers or GTA IV is poorly ported game, I have this problem on every game I play..and I have the most up to date drivers. I have a steady 10 - 20 FPS all the time, even when recording with FRAPS. I just know, even if GTA IV is poorly ported, that I should be getting much more than this..especially with my specs. @Icon, Does this have to do with the game not reading my card, therefore bad FPS? @Shome, Graphics shouldn't be a problem...If I payed a lot of money for my cpu and gpu, I wanna play at max. Also, it still doesn't help when settings are at low, with no ENB or anything. The same old 20 or under FPS.

Hey everyone! Two weeks ago, I built my first computer! But sadly, I get horrible FPS in GTA IV? Not just GTA IV, but almost every game I play, no matter what graphic settings, I stay at or below 20 FPS. How does this make sense? Anyway, I also did a benchmark test when I first got GTA IV running, just to see if FRAPS was being retarded and giving the wrong FPS or what. So I did a benchmark test, and here's the results: Now for my Video Adapter, it's not my graphics card? Which now leads me to think my games aren't recognizing my graphics card or something. It just goes to 4 FPS when it gets to "Starting Game" but GTA can run at 60 FPS?

The ELS.ini in your directory, then at the top where it says all the controls, look for "Toggle_InfoPanel =" Now just change the number that's there to "189" without quotes! That then makes your key "CTRL + -"

I just changed my key to "-" without quotes. So CTRL + - and no ambulance :)
