    They are extras, you have to toggle them with a trainer and then fix the vehicle.

    I just downloaded it and didn't have any issues. You may have to re-download it or reinstall OpenIV

    Did you extract the zip before trying to open them? Also, what vehicles?

    It's the way GTAV uses highbeams. It's the same button as your headlights. Edit: You may have to press \ on keyboard or A on controller, since ELS does a weird thing.
