  1. RHP will not hook the game instance no matter what I do. It keeps saying slow or insufficient permissions ? how do I fix this ?

I wounder if anyone can help I have installed EUP and it worked fine closed the game and reopened it all the cops are wearing white shires, blue jeans and no texture for the shoes ? has anyone ells had this problem. I can still access all the cop uniforms from the EUP menu. But when I go on duty it wont let me change anything the load out is classed as defualt and my clothes are just set to current and I can not change them. See below.
