So looking at your log, you have the -nodx commandline option, did you do that on purpose? and if so what was the reason?
Go to your commandline.txt in your game folder and remove the -nodx and see if it works then.

Make sure you have full read/write permissions for the game folder (folder properties > security).
Also try loading into singleplayer normally first, and then starting RPH and see if it behaves any different.

I don't know if you have it backed up, but you will have to delete the character and make a new one, and possibly delete/reset EUP's inventory_eup.xml

Unfortunately, original game files cannot be shared as they are copywritten. However, you are using the mods folder for exactly this purpose! You should be able to find the original file in update/update.rpf/common/data/ai instead of the mods folder. Just follow the file path outside of the mods folder (being careful not to edit anything).

If the log is reporting the error that it did, then there are either files missing, in the wrong place, or you don't have full read/write permissions for the folder. You might need to check the folder properties

If you have updated your GTA V then yes you will have to wait for LSPDFR and RPH to be updated. We don't have a timeframe on when this will be.

Rockstar released an update for GTA V so you will have to wait for RPH to be updated. We cannot give a timeframe but keep an eye out on the homepage.
In future I recommend turning off automatic updates so this doesn't happen!

Gan Ceann's post in problem with backup file, ( i think ) was marked as the answerIf you have modded the transport van, then it is likely causing the crash, as the mod terminates immediately after trying to spawn the prisoner transport. I would try without that vehicle modded first to see if it was the culprit.

Delete SDK folder, verify the game files, install only the latest RPH and LSPDFR from here: https://www.lcpdfr.com/downloads/gta5mods/g17media/7792-lspd-first-response/
and then run it and upload the RPH log, do not install any other mods, only LSPDFR and RPH
I noticed that there are no 'mods' folders in any of your screenshots, did you use OpenIV's mod folder option or did you edit the original RPF files?

As for your wanted level, it may be caused by a soft crash, see if the ScriptHook update fixes that as well

I would also see if your antivirus/Windows Defender has deleted anything, you may need to add the game folder as an exception.

Ensure your anti-virus/Windows Defender has an exception for the GTA V folder (if it hasn't, it may have already deleted vital RPH files from your game). Also ensure you have full read/write permissions for the GTA folder.
Also make sure Battleye is disabled!
We might be able to narrow it down if you add -log to the commandline options in RPH so that it generates a Launcher Log
