How do i stop traffic and put road cones down and inspect each vehicle. I wasnt sure if this was built in or was a script? Does anyone know what I am talking about??

So I try to stop traffic but the cars continue to drive away and the peds don't stay still when they leave their vehicles. I was wondering how to fix this? also when i Try to stop traffic and wave cars on, it doesn't seem to work. all files validated.

I just read through the documentation about 1.0, yet is see nowhere where it tells how to use the "quick wheel" or how to mute the siren but still have vehicles pull over. any one know, or am i just stupid
