Try launch it with admin

Set gta v and rph to run with admin as default. For first time launcing it with admin as default right click and left run as admin for rph

Ok I figured it out by that thanks man when I went to turn admin on I saw I was running gta5 on compatibility and that's what was making it not work :)

Yes, you can change a vehicle file from POLICE2 to POLICE or SHERIFF, however, it can cause issues if it's not optimized for that specific slot. Normally it doesn't affect anything except if you put a tahoe for example in the POLICE slot, which is a low sitting, 4 door sedan, it might flip over on fast turns. Then you have to get involved with vehicles.meta and change the handling data. Just rename the file and you'll be fine.

You need to rename the skin PNG to whatever is in the .ytd.  If it's named CHGR_SKIN_1, that is what you rename the PNG image to.

if it doesn't just delete them and go on duty again, they get recreated automatically, which is why they're no longer included with the download.

What did you recently edit in your transport world districts file?

I would redownload the world transport XML from the Arrest Manager page.  That might be a little easier as your log says nothing definitive about it.  I do see a RAGE related crash, though.

Strange...it used to be included in Arrest Manager's download, but it's not anymore.

As long as the clean version has zero modded files, you'll be fine to go online.

You can still launch GTA V normally with mods. However, when the screen appears, go into "single player".  Don't go into online with mods.

There will be times it randomly crashes, but consistently?  No it shouldn't.
 
In your main directory, upload the Ragepluginhook,txt.

What search script are you using?  That appears to be causing some problems.  I would temporarily remove this.

For some reason, Search Warrant seems to be causing a problem. For now, remove it and go in game to verify if things work right.

I uhh fixed the problem I never started files on the version I was using so it never setup uhh thank you for your help though uhh one more thing is it normal for lspdfr .dll to crash 
like once every time I load it up because at some point usually it crashes when I'm patrolling around
