so a car pack which I really want uses some slots that I need for my other cars can I change the cars name from like police2 to sheriff or something

Yes, you can change a vehicle file from POLICE2 to POLICE or SHERIFF, however, it can cause issues if it's not optimized for that specific slot. Normally it doesn't affect anything except if you put a tahoe for example in the POLICE slot, which is a low sitting, 4 door sedan, it might flip over on fast turns. Then you have to get involved with vehicles.meta and change the handling data. Just rename the file and you'll be fine.
