    I looked into other threads as well, and yes it was a duplicate but regarding the Zones. Apparently, you can't have Zones  mentioned more than once IF both agencies are located under <LocalPatrol> in the CustomsRegions.xml.

    Yes that worked, no Unhandled Exeption and CustomRegions also loading.
     
    Thank you for your Help. But again, why remove Emergency and Regular Callouts? Are they Outdated?

    You have some out of date plugins. They are in bold below and I strongly advise you remove them:
     
     
    I also noticed that there is an error from the county callous ini file. Specifically "Numpad1"
    Try reinstalling it
