GTA IV performance isn't as good as expected most of the time. Even high-end PCs have problems.

I am not sure if its possible to upgrade graphics card because its built-in not, But you can do ram upgrade.

The best mod for this game in my opinion is LAPD mod by Hoppah google it if you want to get it
