I figured out the issue. I had RH forcing to load plugins on startup. Once I disabled that, it worked perfectly. 

Is it just me or is ambient traffic heavily reduced during pursuits now? Is there any option to disable that?

i'm Shook man. Everything looks up to date. At this point. Uninstall anything unrelated to LSPDFR like Scripthookv an trainerv (they should work tho since they don't relate to each other) It's just a suggestion . or uninstall Gta 5 an Reinstall GTA 5 completely , An just install 0.4 only. Because Your Entire folder looks almost like mine. Which is what I Don't understand

By default, LSPDFR is designed to work with the default game.  It is meant to work for everyone, not just people with 20 different mods installed.

Let me see your LSPDFR folder.Just to make sure.  Because I just looked at your directory An Its up to date an clean . Did you Auto install or manual install ? I did Manual
