    Because each state has their own laws, and local officers are not able to enforce laws outside their state.  Additionally, each city/county has ordinances only their agencies are able to enforce.
     
    While it seems like a clusterfuck, it allows areas to govern themselves by the policies they believe are best.

    theres several people make liveries for it too, one I like is called LS_LA Highway Patrol Skin Pack, but there is at least 2 others-
