Modding DLC Pack V allows for a simplified installation process of peds, weapons, vehicles and meta file entries - both for addons and replacements.
 
After installing the Modding DLC Pack V OIV file, you can do the following, all from one central folder:
Install unlimited addon/replacement peds and addon peds.meta entries; Install replacement weapons; Install unlimited addon/replacement vehicles including support for vehicles.meta, carvariations.meta and handling.meta; Add custom names to your (addon) vehicles; Easily restore all of the above after a GTA 5 update.  
Please ensure to carefully read the supplied README.pdf file for tutorials and guides on how to do all of the above. I have also done a video tutorial series (see above) showing how to perform all of the above properly.

Thought I'd drop something before Christmas itself occurs. This is a massive vehicle pack based off TheGreatHah's and Getinmybelly's police pack back in 2017, which I absolutely loved, and so I decided to design my own pack based off their designs but with my own flare and design to them. This pack covers both Los Santos Police Department and the sub-division of the Los Santos Port Police division.

THIS PACK IS OPTIMISED FOR GRAND THEFT AUTO V - LEGACY EDITION
Before reporting issues, make sure everything is up to date! Most issues with this pack have been to do with outdated RPH, SHV, PackfileLimit Adjuster, HeapAdjuster or gameconfig!

This pack includes over 43 vehicles. They are listed in the spoiler below:

This pack is solely an addon pack, but replaces POLICE, POLICE2, POLICE3, and POLICE4 slots. The vehicles names and spawn names can also be found in the ReadMe. You can spawn these using a simple trainer in-game.

Hello! Instead of making big livery packs with textures for like 10+ vehicles like I usually do, I think I'll upload packs with textures for 1 or 2 vehicles and if people want more vehicles, then I'll make them.
These vehicle textures are based off of the Sullivan County Sheriff's Office in New York.
There's also reflective textures for all variants.

About the Pack:
This mini pack was something that I just had in my head for a while. With the recent release of 2 excellent dev resources (nforce bar and fascia), I was able to create this. This livery is loosely based off of Aventura PD. With Mirror Park being such a small area, I did not feel that it was realistic to have multiple different types of vehicles. Though the ability to use other vehicles with the same design would have been nice, I wanted to keep it simple. There is no push bar, or a ton of lights, but I wanted to keep it sleek and clean. Unfortunately, I do not plan to add any vehicles to this pack in the future. I know I have been away for a while, but trust me, I am getting some future releases ready. Stay tunned!

About the Pack:
This pack was originally created for my personal use in LSPDFR. I really liked the vehicles and began to expand the pack. I wanted to try and keep the pack realistic with just the Charger and the Durango. A lot of departments do not have 30 different vehicle makes, but do have different purposes for a few different makes. I like that about this pack. This pack is not based on anywhere in particular, just a little bit of creativity. This pack does come with all blue lighting installed (Red & Blue is included). I know its not perfect, but I did spend a lot of time on this pack. The Marked Durango does not have the pillar mounted ions like the slicktop, traffic, and unmarked version do. I wanted to keep the lighting somewhat consistent between both of the marked vehicles. If you guys would like, I will add the pillar mounted ions to the Marked Durango too. For the traffic units, I know some will wonder why I left the flag on. I figured that it's quite obvious that it's a police car, so why not. I'm also aware that the material order for the dashcam is messed up in the screenshots, but it has been fixed in the download. All marked models come with corner lightbar cruise lights. All unmarked models come with visor cruise lights.

I bring to you a Blaine County Sheriffs Office skin pack! Pack is based off of the Rock County Sheriffs Department in Wisconsin, however, it is not a full 1:1 recreation. I simply liked there design and went with it!
 
This pack includes every vehicle from ScorpionFams BCSO Code 3 pack. It does not however have any of the K9 skins. I may get around to adding them later on.

Blaine County 2018 Dodge Durango (ELS)
just a simple 2018 Durango I whipped up since I haven't done ELS in a while and wanted one for lspdfr. The Durango is fitted with a SoundOff Signal Nforce Light bar, providing a simple small town build for the texture dev's with limited yet effective blue and white lighting.
Template Included so you can tailor the design to your preference.

Please keep in mind this is an old lightbar so its not top notch but is the only soundoff signal nforce publicly available as all others are still in development. with that being said I most likely wont make a pack out of this as id like to wait for the newer one to be released first.
Installation Instructions:
Download the zip file.
Extract the file to your desktop.
Copy the ADDOn/bcdurango1 folder into the mods/update/x64/dlcpacks/ directory in your GTA V installation folder.
Add the following line to your dlclist.xml located in mods/update/update.rpf/common/data:
<Item>dlcpacks:/bcdurango1/</Item>
Launch the game, and the 2018 Dodge Durango will be ready to deploy with the included "Stars and Stripes" livery.
Enjoy your new emergency response vehicle.

you could most likely edit this to be in sheriff2 slot as well just rename all the files and put in in the latest patchday

FEATURES:
High quality models
The polygons are reduced as much as possible while maintaining the quality of the original models. High quality textures
Many textures have been reworked (removing dirt, changing colors). Realistic Equipment
It includes some realistic equipment such as Crye's JPC 1.0 and G3 Combat Uniform, Atlantic Signal Combat PTT, Taser x26p and Night Vision Goggles (with glowing lenses). Working LODs
Lower the quality of the models depending on the drawing distance to keep the performance of the game. Working Blood, Bullet Holes
Pants and shirts have accurate Blood and Bullet Hole Mapping based on GTA5 specifications. Multiple Organization Textures
In addition to LSPD SWAT, real-life units textures such as LAPD SWAT and the FBI are also included (this mod does not aim for 100% accuracy).

When Law Enforcement Officers or military personnel kill suspects, they often handcuff the person for safety reasons when the suspect's death isn't confirmed yet; the suspect might be unconscious or pretending to be. You may restrain dead people you or someone else killed. If you don't want to do so, you can hide the restrain prompt and continue handling the scene.
 
TL;DR: Why bother to restrain someone dead?: In-game, a person lying on the ground is considered dead, however not in real life, the person could be unconscious or pretending to be dead. Law Enforcement does this all the time.
 
Hold T or DPad Right to restrain the ped.
Press H to ignore the ped, meaning the prompt will be removed for that certain person.

Hello peeps, After a little over a months work on this and the showcase, i am finally done.
This is a ELS NON-ELS hybrid CVPI pack based off of (but not meant to be 100% accurate too) NYPD
I might make more NYPD based cars in the future if this is popular.
The only ELS controlled parts of the cars is the traffic advisor on the back of the Patrol
and Highway Variant. Besides that all lights are NON-ELS
 
The NY Plate Pack used in the Unmarked screenshot is made by Tom3k.
 
THIS PACK REQUIRES THE 32 SIREN SETTING LIMIT ADJUSTER SCRIPT. WITHOUT IT SOME LIGHTS WONT WORK!!!

Q. Is this pack ELS, and if not, can you convert it? A. This pack is a ELS, NON-ELS hybrid which requires use of both systems
Q. Will there be a FiveM version? A. Short answer, No. This pack can work in FiveM it just wont have a working traffic advisor
Q. The pack doesn't work? A. Double check, Especially if no one else is reporting the same issues
Q. Most of my lights are super screwed up but the T/A and some others? A. Make sure you have Siren Setting Limit Adjuster installed (can be found on LSPDFR) since this pack uses 32 sirens
Q. The traffic advisor wont work or stays on? A. Make sure your ELS is working correctly and you installed the correct XML
Q. What format will the files come in? A. These files will come as a DLC List and will be Addons.
Q. How do the High Risers work? A. The same way the in-game convertibles work. while stopped or at a low speed, Hold the H key on your keyboard. then the magic should happen
Q. Are these cars going to have reflective liveries like your last one? A. Maybe if people want it but I'm not planning on it.

HOW TO INSTALL!!
Navigate to GTAV - mods - Update - x64 - dlcpacks
Drag and drop the "NYPD CVPI" folder
Next Navigate to GTAV - mods - Update - Update.rpf - common - data
Open dlclist.xml and add the following line
<Item>dlcpacks:/NYPD CVPI/</Item>
For the XML files place them in GTAV - ELS - pack_default
And your done. go ahead and load up your game!

 
HOW TO MAKE ADDON CARS SPAWN AMBIENTLY!!!
There are many tutorials if i am not in depth enough but.
Navigate to Grand Theft Auto V - lspdfr - data
Then make a backup of agency.xml (just incase)
Open agency.xml and when it hits loadout and vehicles like below

I'd recommend making all city units ny11cvpi or ny11cvpi and nyun11cvpi. And make
All state units nyhway11cvpi.

This is Realistic Traffic AI, my custom traffic overhaul plugin for LSPDFR designed to significantly improve civilian driving behavior and create a more immersive patrol experience.
As we all know, default GTA V traffic can feel robotic, unpredictable, and unrealistic — especially during intersections, pursuits, and freeway driving.
This plugin rebuilds civilian behavior logic to create:
Smarter intersections
Better freeway reactions
Realistic emergency yielding
Intelligent lane behavior
More believable violations

The goal is simple:
👉 Make traffic feel human — not scripted.

🔴 Red Light Behavior
Configurable violation percentage (TrafficLightRunPercent)
Drivers are assigned their behavior once per vehicle
No random frame-by-frame flipping
Realistic stopping patterns
Example:
95% stop normally
5% may run the red light


🟡 NEW – Yellow Light Hesitation Logic
Drivers now intelligently decide whether to:
Stop safely
Continue through the intersection
Hesitate briefly
Behavior depends on:
Speed
Distance to intersection
This removes unrealistic last-second brake slams.

Vehicles now:
Detect blocked lanes
Merge smoothly
Avoid zig-zag behavior
Respect cooldown timers
React differently at freeway speeds
Traffic flow feels significantly more natural.

AI vehicles now scan ahead for obstacles:
Cones
Barriers
Roadblocks
Traffic disruptions
Drivers gradually slow down instead of ramming into objects.
Scan distance automatically increases at higher speeds.

High-speed traffic now:
Reacts earlier to hazards
Merges more smoothly
Maintains consistent cruising speeds
Reduces sudden braking chains
Freeway driving feels dramatically improved.


🧠 NEW – Multi-Lane AI Intelligence
Drivers now evaluate:
Lane availability
Blocked paths
Traffic density
Environment type (city vs freeway)
This creates more believable, less robotic traffic patterns.


🚨 Improved Emergency Vehicle Yielding
When you activate lights and sirens:
Civilians detect you from behind
Pull safely toward the shoulder
Slow naturally
Re-enter traffic smoothly
Realistic unpredictability still exists:
Some drivers hesitate
Some partially block
Some react late
Just like real life.
