Try doing a clean install and making sure all your mods are out before doing those steps. You might also try finding a extracted version of patch 7

Seems that scripthook and advanced hook are broken with this update. Here's a way to use the new social club and still use your mods with the game. -Install Patch 8 from Rockstar -Copy Paul.dll to a safe place, it needs a safe place -Download patch 7 from Rockstar: https://support.rockstargames.com/hc/en-us/articles/200145406--May-28-2010-Grand-Theft-Auto-IV-Patch-7-Title-Update-v-1-0-7-0-English-1-0-6-1-Russian-1-0-5-2-Japanese- -Use the UpdateTitle.exe file and let magic happen -Copy over the Paul.dll from its safe place. Yes it can come out of its safe place... -Start the game!
