I have read the instructions but it doesn't make sense to me! Here are the instructions:

Hello everyone, This is my BCSD Animated cvpi. With this car you are able to use different
variations of the type of vic you wanna patrol in. You can patrol in anything from an unmarked sliktop
to a full on marked pursuit vehicle. I could tell you all of the features it has but then it would be too much to list
and no pics are provided because it would be just too many pics to take of all the different variations.
This vehicle has a nice looking emissive style interior with hd mirror reflections for those you who like to use first person view like myself.
It's fully equipped from the hood to the trunk with working, spotlight, dome light, speed radar(kind of) windshield wipers
and diver and passenger side windows.Lights are configured to work with and without els lighting carcol file. be warned that by installing this
carcol file it will override the default lighting for any vehicle that uses sirensetting 13, as i still don't know how to make it
custom for only this vehicle.To With that being said please follow the instructions
very carefully to have the vehicle fully working.

Instructions

Using openiv drag and drop all files in the vehicle folder to update/dlcpacks/patchday3ng/dlc.rpf/x64/levels/gta5/vehicle.rpf located
in your mods folder.
Open vehicles.meta folder and copy and paste sheriff settings to your vehicles.meta file located in
update/update.rpf/common/data/levels/gta5 located in your mods folder replacing the default sheriff settings.
You must drag the file to your desktop and open it with notepad or
notepad++, copy and paste settings, save and then import back into location using openiv.
Drag and drop carcols.ymt file to update/update.rpf/x64/data located in your mods folder.
Drag and drop files located in wheels folder to update/x64/dlcpacks/mpheist/dlc.rpf/x64/levels/mpheist/
vehiclemods/wheels2_mods.rpf located in your mods folder.
You can choose to use the skins provided with modifying(altering) to suit your needs or use the original
LAPD skin provided in the skins folder. These are not modified by me.
Also provided is the vehicle template located in the templates folder.
To activat windows on keyboard hold H, on controller hold right on D-pad.
To enable windshield wipers go to this link and download the mod and follow instructions. https://www.gta5-mods.com/scripts/car-wipers
to enable dome light press or tap H on keyboard, on controller press or tap right on D-pad. Same for spotlights
