    I Have just completly reinstalled window and found windows optional update KB4550945 Was cause RPH Not to Hook , Once trhe update is installed game wont hook, Uninstalling that update fixes the issue.

    Yup i have perfect connection and yes its a full legal copy (rockstar) GTAV Works Perfectly when i launch RPH it launches the game but wont hook the game
