That worked. The issue I think was the gameconfig. Thank you so much!

Have you copied the new update.rpf to your mods folder in OpenIV?
If you have done that then if you have add on vehicles have you reinstalled a new modded gameconfig?

So my original problem was solved thanks to a member of the discord. 
Turns out LML was causing a conflict. Disabled it and it loaded the game no problems. Updated LSPDFR, RPH and SHV and updated my config files to the latest and game works fine now.

I went through all the .ini files that I had installed (All essential plugins) with no avail. I believe something somewhere was conflicting with another mod causing it to freeze AI. this also happened when fiddling around with the Meta and handling files, it caused AI to freeze. I have deleted and reinstalled all game files and the issue is gone, so no fix yet but if I find whats causing this or if someone else knows I'll repost on this thread. 

Right click on rage plugin hook
 "properties"
then go to
"Compatibility"
 then tick the box
"Run this program in compatibility mode for: "select "windows 7"
hit Apply & OK.
 
Had this same issue for the past 3 weeks, figured this out last night, now it works perfect, hope this works for you too =)
