Yes, there already has a script at mods-dowloads-GTAIV-scrips&plugins 
Try this one, ONLY works for police car, if you don't want to mess up this mod, don't try to drive any cars to station, take a taxi or teleport.

Further digging led me to changing police2 to police7 in carvariations....

Go into the carvariation for the car, and look for "siren setting".  Make sure it's set to 1.

Superior... looking into the vehicles.meta file from the installer... it is NOT in there. You are amazing, I appreciate the help!

invalid model generally means it can't find the vehicle.meta Make sure you've installed the vehicle.meta file. 

It's recommended in most cases to always run it as admin. :)
