Thanks....tried it and the game loaded fine, but crashed after about a minute. Changed the gameconfig file from stock to 5x and no crashes yet.

Glad you figured it out but it seems that on the log you sent your d3d failed to retrieve in the reasonable time but other than that it seems fine. If any more issues happen I would suggest downloading a new game config. For the d3d I have no idea other than a verify of the game on steam.

I figured this out this morning the hard way and only figured this out because I had been talking to the developer of the mod as I was doing it, so "credit" for this answer goes to him, I am just sharing it.
 
SimpleCTRL checks for your seatbelt to be enabled/disabled in the game, so when a mod like Faya's Seatbelt or Simple Trainer "enables" your seatbelt, it doesn't allow you to leave the vehicle (as intended), so please for the love of sanity, do not go to the mods download section and claim its a bug. 
 
Anyways, if you have a trainer, ensure your vehicle's god mode is disabled, and your seatbelt is disabled through the trainer and any mod. You may need to enable and disable the seatbelt option in your trainer.  

Hey sorry about the long delay....been away from the computer all week. Tried disabling the mods folder and got a hard crash as soon as the game started. I'm going to just start again from vanilla and see if I can replicate where I screwed up.

Yeah, either way, its most likely a mod that is causing conflict.

Most likely is LSPDFR is having an issue with a vehicle you installed, most likely the one that Chris referenced. You can try removing that specific vehicle and seeing if the issue persists.

Crash  message: Exception type: System.AccessViolationException
 
This is often permission related,
But the last thing gta did was spawning the sheriff2 vehicles.

All you need to do is use the latest patchday, which will override all the previous patchdays. That way, you have no erroneous searching.
The latest patchday currently is: GTAV/mods/update/x64/dlcpacks/patchday28g9ecng/dlc.rpf/x64/levels/gta5/vehicles.rpf/

Rename your mods folder to something easy like   mods-copy.  See if you can at least go On-Duty.  If that works, then obviously it is your mods folder.  If it crashes again, then you would need to think about other things you have installed recently.

Try alexguirre's updated RAGENativeUI 1.8.2 that's available on his GitHub repository. I've heard the current bundled version is causing issues.

Issue resolved. The issue was with one of my ELS vehicles.

If you're using the base sirens, you can press J to toggle the sounds. If you're using ELS, the default key is G - you need to be in Light Stage 3 for sirens to be activated though.

there is apparently issue with update and probably gotta wait for another patch. the initial loading isn't crashing for everyone in same place. everyones rph logs are showing different spots in the loading of lspdfr where it is crashing. i'm messing with some things on my end to see if I can narrow down what is causing it.

So what you are saying is that the splash screen does its thing, and then the screen goes dark and it just says "loading lspdfr"?

Hello i have two problem with LSPDFR. 
The first during loading it is written  "Loading story mod with rage plugin hook ". And then the crash games.
 The 2nd problem is that LSPDFR crash during the loading LSPDFR a black screen. Thank you for your cooperation.
