The ELS on police vehicles responding to backup is triggered by ELS itself, and not externally by another script. Unless you decompile ELS and add your own coding, you probably won't be able to get it to work.

Your not receiving that error during download, that message shows during the install. Head to your default GTA IV folders. Then go to "Common", and right click the folder named "Data", then uncheck "read-only" and then hit "ok" Next run the installer as admin.
