    It's actually set in San Andreas hahaha Sorry, just messing around. I so far have not seen any mods that replace the palm trees with some kind of other tree. There are plenty that put more palm trees around, but that's clearly not what you're looking for. However, you can try the workaround you put above, just make a backup of the palm tree folder and make the changes you outlined. If it doesn't work, simply put the backup copy back in. Another option to try, make all the palm tree textures transparent images... don't know if this would work, but even if it does, you might find yourself running into "ghost trees" while roaming around.
