If the vehicle is not ELS enabled, nothing will work to make it ELS or have that functionality.

I'm assuming you're using NVR, Go into the dlcpacks and find NVR_EMISSIVES. Go into it and delete all the vehicle .ytds.

The proud student bumper sticker killed me. The only way it'd be better is if there was two others that said "baby on board" and "this is my stick figure family". This will be PERFECT for supervisor patrols and warrants.- 9 comments

By default, vanilla vehicles will never be ELS. You can give them an ELS VCF to get the basic siren functionality, but that's it. The vehicle has to be made specifically for ELS in order to get all the functionality (code 2, takedowns, patterns etc). Meaning, if you want the vanilla LSPD vehicles to have ELS functionality, you need to put in a request that someone make an ELS vanilla pack.

To my immediate knowledge, there is no such plugin or script that does this. You can try doing some Googling, but I wouldn't be surprised if there were no results.

You can go back to 0.3 by clicking this link and downloading, however it is not officially supported, meaning if you need help, you'll have to go to an LSPDFR FB group, Discord group, or some fan page.

Personally, I'm annoyed that the Tahoe looks less like a Tahoe and more like an Escalade. (I almost said Cavalcade - you know you've played too much GTA V when...) I prefer the 2015 look, that just screams Tahoe.

Have you tried loading in without Rage PluginHook? As in loading via the GTA5.exe? If no, go ahead and do this. See if you can load in.
