I'm sorry to say, but a feature like that doesn't "just stop working". Please go in game and try using all of your police vehicles. Remember to get right up behind them and blip them first.

No, for as many liveries as your car has it'll allow them all to be used if that is what you want.
You can manually install it. When the download archive opens, double click on the .oiv and it will open in a new archive. There won't be any install instructions, you will need to use the contents xml to figure out where everything goes. (I think it's contents, it is one of the first XMLs you see when the .oiv archive opens)- 124 comments

I've used 6000 for day and 1500 for night before, but in my current game both are a little too bright, so I've toned them down.
