Well if you want good graphics and no lag, It will have to cost ya. GTA 5 is a very memory hungry game. I highly suggest you get a GTX 980. Around 500-600 dollars, Expensive but totally worth it, Along with a good processor. Google up high end PC's and look at their specs.

Just like Albo said, Most officers arrest and have the vehicle towed. Mainly because if someone is driving on a suspended license and they got into a accident and you ended up letting them go, You could possibly be held accountable.

I have a Gtx 580 and I have almost all my police car slots loaded with high poly cars and nothing gets affected. I also run a custom ENB with radiance and re textured roads. So I think with a gtx 950 you will be just fine.
