    Keep this posted, because if that's not the case get rid of the cars you installed, and maybe install the game so it's fresh, it wouldn't hurt to do so. And ALWAYS backup your files!

    I had this same issue. In fact, the only police vehicles that weren't locked were the motorcycle cops (highway patrol.)
    I accepted a drug runner callout and the drug runner was locked. I use and checked the simple trainer by sjaak327 and disabled never wanted, and made sure all the police ignore player, people ignore player, and cops don't dispatch were all disabled, and I still had the locked backup.
    The solution I came up with was I had to remove the trainer files. Without that trainer in the folder, I've had no problems. But I'd love to use sjaak's trainer if someone knows of a workaround.
    Before this, I completely reinstalled 0.3 and still had the same issue.

    I had one file in there that caused it all! wow! Thanks, i thought i cleared it all out! now my problem is none of the local police, or SWAT are responding only state?
